FY 2006 Borrowers

IN FY 2006, NCCLF MADE 23 LOAN COMMITMENTS TOTALING $15,136,927:

Northern California Land Trust seeks to increase the supply of affordable housing in Northern California. The organization develops most of its projects on a land trust model, in which NCLT retains the rights to the land upon which it builds housing to ensure the units remain affordably priced if the homeowners choose to sell. NCCLF has made three loan commitments to NCLT in FY06. We committed two loans to help NCLT acquire and convert three multi-family buildings in Oakland to a tenant-owned cooperative condominium project with seven units of permanently affordable housing. And we committed $1,000,000 and arranged an overall construction financing package of $3,650,453 for a project that will contain 11 live-work units and two units totaling 4,112 square feet of commercial space.

Richmond Neighborhood Housing Services revitalizes neighborhoods in the city of Richmond by developing quality affordable housing options. NCCLF has made two loan commitments to RNHS in FY06: one loan toward construction of two single-family houses, and another for predevelopment and construction costs of two additional single-family houses. RNHS will sell all four houses to low- and moderate-income families. These projects are two of several that RNHS is developing as part of Richmond’s housing in-fill strategy, which aims to create quality housing on lots that have been abandoned or are otherwise blights on the surrounding neighborhoods.

Affordable Housing Associates has developed 500 units of affordable housing for over a thousand East Bay residents. In conjunction with East Side Arts Alliance, an organization of artists and community organizers of color who live or work in Oakland, AHA formed East Side Arts and Housing to develop a mixed-use housing and arts project in East Oakland. NCCLF committee partial financing for 16 units of affordable housing, two market rate live-work units, and a 4,000 square foot community arts space in the Lower San Antonio neighborhood.

Napa Valley Community Housing builds, preserves, and manages low- and moderate-income housing in Napa County. The agency also provides the residents of its properties with opportunities to grow, succeed, and improve their quality of life by participating in the community. NCCLF committed a large loan toward the acquisition of an 11-acre site in the city of Napa on which NVCH will develop 226 units of affordable for-sale and rental housing, as well as a community center, children’s play area, laundry facilities and other amenities.

Oakland Community Housing, Inc. has developed over 1,000 units of affordable housing in 18 East Bay properties, including both multifamily rental and homeownership projects. OCHI has carried out some of these projects in partnership with less experienced developers as an investment in community capacity building. NCCLF committed a loan to refinance the purchase and holding costs of acquiring eight scattered East Oakland sites, all of which will be developed into affordable housing for households at or below 80% of area median income.

BRIDGE Housing Corporation has developed over 11,000 homes, and has become the leading affordable housing developer in California. NCCLF made two loan commitments  to help finance the acquisition of the St. Joseph’s Professional Center, a 3.1 acre site in the Lower San Antonio neighborhood of East Oakland. The project will include up to 69 units of senior housing affordable to low-and very low-income households, 80 units of affordable family housing, and 14,900 square feet of commercial space.

Child Development Policy Institute was founded in 1993. Through partnerships with state government agencies and others, CDPI has assisted over 800 childcare providers in 12 counties to access state childcare resources in order to expand services to low-income families. NCCLF’s provided a line of credit.

Instituto Familiar de la Raza supplies mental health and social services, including counseling, family support, mentoring, and HIV services, to the Latino community in San Francisco’s Mission District. Since its inception in 1978, IFR has served over 30,000 individuals. NCCLF committed a line of credit to help IFR offset timing differences with its contracts receivable with the City.

Youth Radio offers free after-school journalism and production training programs to approximately 1,950 students per year. Using on-air DJ opportunities as a hook, the organization provides stable, long-term guidance for youth as they transition from school to college and into meaningful career paths. NCCLF made two loan commitments toward the build-out costs for a 20,325 square foot facility that will house Youth Radio’s broadcasting and training programs.

SAGE Project, Inc. delivers mental health and supportive services to women and girls involved in the sex-trade industry in San Francisco. The organization also runs a “John School” with the Sheriff’s Department and District Attorney’s Office for first-time offenders who have solicited prostitutes. SAGE’s combined programs reach over 1,000 clients a year. NCCLF provided a line of credit to offset timing differences with SAGE’s government contracts.

Burbank Housing Development Corporation has developed more than 1,880 multifamily units and 660 single-family homes throughout Sonoma County for low- and very-low income individuals and families, seniors, agricultural workers, and the developmentally disabled. NCCLF committed a large loan to partner in a participation loan toward acquisition and predevelopment costs for a 5-acre parcel in Santa Rosa that BHDC will develop into a 90-unit multifamily rental housing project for low- and very low-income households.

Explorit Science Center delivers hands-on science education programs for children and adults in 12 Sacramento-area counties. Explorit is dedicated to reaching low-income and underserved populations, particularly through the schools. In 2005, the organization presented over 100 free events and served more than 62,000 clients. NCCLF committed a large loan to become active in a participation loan toward the acquisition costs of a new 9,700-square-foot facility that is a linchpin of Explorit’s strategic growth plan and will enable the organization to offer an expanded range of programs.

Community Awareness and Treatment Services provides supportive services to San Francisco’s homeless population and works to end homelessness in the city. In 2005 CATS served 6,240 clients through its eight programs, which include street-based response and outreach services, drop-in centers, substance abuse treatment programs, and supportive housing. NCCLF committed a line of credit.

Baker Places is one of the largest agencies in San Francisco that provides services, supportive housing, and independent-living preparation to people struggling with mental illness, chemical addiction and HIV/AIDS. BP currently serves over 1,300 clients. NCCLF committed a line of credit loan.

Ukiah Valley Cultural and Recreational Center was established in 1997 to create a youth-oriented community center to serve the greater Ukiah area of Mendocino County. The Center will include an 11,000 square foot multi-purpose office and program space and a 10,000 square foot gymnasium. NCCLF committed a bridge loan to partially finance the interior build-out of the center.

The Crucible offers low-cost job training and job-preparation classes in the fine and industrial arts, including blacksmithing, ceramics, neon and light, mold-making and foundry, welding, stone-carving, and woodworking. The West Oakland organization has experienced tremendous growth, and now serves some 15,000 people a year through its classes and workshops, free lecture series, community programs and youth programs. NCCLF made two loan commitments to the Crucible in FY06: a term loan to refinance existing short-term debt, and a line of credit.

Inkworks Press is a 32-year-old worker-managed alternative business that produces environmentally friendly, full-service printing at affordable rates, specializing in newsletters, brochures and posters for nonprofit organizations. NCCLF committed a five-year loan to finance the purchase of a digital proofing system and a paper folder and the costs of installing of this new equipment.
